The >interrogative pronoun for inanimate objects is wat. However, in combination with a preposition Dutch uses the interrogative pronominal adverb of place waar:

interrogative pronominal adverbs

Wat kunnen jullie niet betalen?

Wat is het onderwerp van je scriptie?

Waar hebben jullie geen geld voor?

Waar gaat je scriptie over?

The column on the left contains examples where one would use an interrogative pronoun (wat) in sentences whose verbs do not require a preposition (betalen, zijn). In the right-hand column you find that the verbs require a preposition (geld hebben voor, gaan over) and that the interrogative pronominal adverb waar is needed.

The examples clearly show the correspondences between ‘normal' verbs and interrogative pronouns on the on hand, and phrasal verbs and interrogative pronominal adverbs on the other hand.
